Professional Exchange Programs

Congressional Office for International Leadership is a Support Agency of the Congress which was established in 2011.  Its Open World program supports legislative diplomacy efforts for Members of Congress by conducting exchanges that establish authentic communication and enduring relations that are maintained through its extensive alumni network. Program participants are provided with exposure to the work of Congress, American politics, accountable governance, and volunteerism while being home hosted by American families. COIL Open World program has a vast network of more than 31,000 alumni in partner countries.

The Open World program, is a ten‑day professional exchange connecting global civic and political leaders with U.S. communities. The program is built on the foundational values of authentic communication and immersive professional and cultural experiences. Starting in Washington, D.C., delegates explore the concepts of American federalism, culture, and leadership. Delegates engage with Members of Congress and their staff to discuss common challenges and participate in unfiltered dialogue. Traveling to communities across the United States, delegates meet with their professional counterparts to share expertise and establish lasting partnerships. During the program, delegates stay with host families, giving them an intimate view of American life.
